Chief Program Officer - Catholic Charities West Michigan

Position Summary:

The Chief Programs Officer position is responsible for leading the direct service areas, program development, and client outcomes, of the Agency. Ensures programs are consistent with their purpose as well as the mission, vision and values of the Agency. 

Essential Duties and Responsibilities:

• Oversee, manage, support and empower the direct service towers of the Agency: Family Preservation, Child Welfare, Behavioral Health, and Community Outreach.
• Maintain conformance to all licensing, accreditation and regulatory rules and standards.
• Provide guidance, expertise, and follow up support of all program corrective action plans to prevent repeat violations and deficiencies.
• Ensure consistent compliance with the performance expectations of all grants and contacts, including qualitative and quantitative outcomes.
• Implement and sustain an effective record keeping and data collection system for clinical work, client status tracking, monitoring document due dates, gauging staff productivity and producing outcomes and analysis reports.
• Lead the process to identify, evaluate and develop responses to funding opportunities, assuming responsibility for assuring applications are relevant and outcomes achievable.
• Assist with the development of annual Agency, tower and program goals and objectives that align with and support the strategic plan.
• Serve as Agency representative attending key meetings and venues at the local, county and state level.
• Develop and maintain relationships with referral sources, contract agencies, current and potential community and regional partners and other stake holders.
• Supervise, coach, evaluate and inspire program managers, supervisors and staff. Foster a total team attitude and culture.
• Ensure compliance with Agency policies, procedures and protocols. Resolve personnel challenges with grace and efficiency.
• Identify and support staff development and training needs.
• Integrate Agency mission, vision and values into the recruiting, hiring, and training of new staff.
• Informs the CEO or designee of unsafe working conditions as well as clients and families who are experiencing child abuse, neglect, and suicidal or homicidal symptoms.
• Provide leadership in support of the annual budgeting and monthly financial reporting process.
• Exercise fiscal prudence in balance with service quality to achieve a balanced budget for each program.
• Provide statistical reports and related information as required.
• Attends meetings and training sessions as required.
• Performs other assignments at supervisor’s request. 

Employment Qualifications: 

This position requires a Master’s Degree in Social Work or a related field in Human Services from an accredited college or university; or an equivalent combination of education or experience.
The position requires five to seven years’ high level management experience in child welfare and family preservation in a Child and Family Service setting. Additional experience in mental health and substance use disorders desired.
Certificates, Licenses, Registrations:
This position requires a valid Michigan Driver's license, a good driving record, and must provide a private vehicle to utilize for business while maintaining $100,000 to $300,000 liability insurance coverage on said personal vehicle. 

Supervisory Responsibilities:

This position does have supervisory responsibilities. 

Knowledge, Skills, and Abilities Required:

• Understanding and knowledge of family preservation, child welfare, behavioral health and community outreach programs along with the State laws and regulations applicable to those programs.
• Thorough understanding of the developmental needs and social, emotional and behavioral challenges of families, children and adolescents served.
• Excellent writing, speaking, presentation and interpersonal skills.
• Able to work with the school, court, mental health and child welfare systems on behalf of the Agency, program and client needs.
• Knowledge of the NASW Code of Ethics, the NASW Standards for the practice of direct social work, Catholic Charities USA Code of Ethics and the Agency's stated position on abortion.
• Computer competency including high proficiency use of Microsoft Office Suite.
• Ability to plan, supervise, review, and evaluate the work of managerial and professional staff.
• Ability to prepare and analyze reports, make presentations, and maintain records.
• Ability to work independently and exercise good judgment.
• Ability to relate to diverse populations and cultures while communicating with clients and the public in a courteous and effective manner.
• An understanding of and belief in the Agency’s mission, vision and values.
• Must be willing to work irregular hours including evenings, holidays, and weekends as well as travel to multiple locations on a regular basis.
• Must submit to Agency approved background checks.
